Is there a way to query on accounts that have no phone information?

Query > General info > Choose [Desc] , select the phone types you want to exclude (hold down the ctrl button while selecting to select multiple types).

can i Query all accounts that have no Hebrew name?

Same way,

LNameH = Hebrew Last Name

FNameH = Hebrew First Name

FNameWH = Wife's First Hebrew Name

Students.FNameH = Students Hebrew First Name

and so on...

 

You add that field and press Ctrl+A (Select All) and then press Exclude
