Query for Future CC

is there anything in the query to include or exclude future cc's on any payment or charges reports?

Payment and charges report are different for each customer so I really cannot give a general answer on this.

But if you are looking for accounts with a certain balance, you can use the balance tab in query. There you can include or exclude future cc from the calculation.
