Currently you have to include all parents if you want applicants in the drop down. Students entered by program only do not come up in the dropdown. As is, the main waiting time when initially loading the family screen is the time it takes to filter out the dropdown. So we cant add this option too because it will add another 5 seconds to the screen startup time.
