Payments tab: add an option to browse/save an attachment, as an alternative to scanning

When entering a check payment without the physical check present, it would be helpful to attach a document that was scanned outside of the program, or downloaded from the bank.

This feature already exists. You can attach a check by going to the scan tab (one of the tabs on the bottom of the payment screen) and click attach picture from file.
