how to add students to the system that were not matched with JL (direct certification) but i matched manually?

Like discussed over the phone, if it doesn't match the student is not directly certified even if you know the students has medicaid or foodstamps.

i did find some students that were on the excel but were not matched.

There is a way of entering a student who i matched manually , it was answered in the question " How do i run the online direct certification matching process"

That will only mark him as eligible for meals. Not as directly certified.
