Mass New Accounts / Phone Numbers

Is it possible that when i enter Mass New Accounts it should look on Phone Numbers in order not to Add Duplicate Accounts ?

We need to add Mass New Accounts from our whole חסידות List and we don"t wanna have Duplicates , And we have in our Data Base Multiple accounts that have moved in the last few years and it was never Updated , So that means that all people that moved and were not updated in our system will have duplicate accounts , Anything to do about it  ?

Merge after import. Or Add code to all before importing. For a small fee we can add code to the excel sheet by matching the phone number.
